I have two apparently related problems on two different cars. I'm pretty sure the air distribution system is the culprit on both, but possibly not in the same way. I've starting by verifying everything in the dash is okay.
1. Recirc solenoid, passenger's footwell (both are '90+ cars): There are three ports. Two on one end, one on the other. I'm working under the assumption that the one-port (#1) side goes to the "in" on the distribution switch, the perpendicular vacuum port on the other side (#2) goes to the vacuum source (engine, tank, whatever) and the last port (#3) goes off to the recirc flat. I base this on the fact that in rest mode, you can blow between #1 and #2, so assume when it isn't energized the solenoid is passing engine vacuum to the air distribution switch.
2. When I apply vacuum to the "in" on the air distribution switch, I get a loud hissing in the dash area, and no vent solenoids move.
3. When I apply vacuum directly to the various ports on the rubber doohickey that terminates all the vacuum hoses, vacuum is more or less held and the vent solenoids move properly. This leads me to believe the solenoids and the bulk of the hoses are okay.
I have two air distribution switches of unknown origin (but they have philips screws holding them together, so they ain't new...) to test with, and all do the same thing. The only thing I can think at this point is that the "rubber doohickey that terminates all the vacuum hoses" is somehow not sealing against the switch. Anyone seen this? Found a cure? Something else I've missed or overlooked?
