I am currently dealing with this on my '92 S. The doohickey just wasn't formed completely at the factory, either that or it's shrunken with age (don't we all?). I was just going to hit a junkyard car for it. For now I put some rubber trim restorer on it and put it back together. Also, there is at least one o-ring on the shaft that spins the distribution plate, probably two, so be sure those are okay. I am about to go out and lube it becasue the knob doesn't spin freely at all. I think this might happen when POs run the cars for a long time with vacuum leaks. The piece may dry-rot from the inside out. TSS has a rebuild kit if that's what you're after. It took care of some of my issues (it basically holds vacuum now) but I still suspect there's a pin leak in there somewhere.
Don't forget to check the line near the recirc switch that has a plug in the end of it. Sometimes those come loose and give you a vac leak too.
Also on this car, the vacuum servo (not the solenoid inside, but the servo attached to the cabin air intake) leaked. I pushed the recirc flap closed with my hands, hooked up the vacuum pump and evacuated the line and let go, and the flap closed within five seconds. A junkyard freebie from an '87 S fixed that.
