v and h is how fast the tire can be drove on before it starts having a mental break down, and in splitting, and bulging.
this is the the max speed the rating off the tire can be driven before break down
M 81 mph
N 87 mph
P 93 mph
Q 99 mph
R 106 mph
S 112 mph
T 118 mph
U 124 mph
H 130 mph
V 149 mph
W 168 mph
Y 186 mph
and then Z
there very few instances where a new tire has a bulge or is split
id sagest having another tire store lift the car in the air and inspect all tires to look for the defect.
inform them of the situation, i find other shops are eager to find someone else's mistake.
