I know pads wear slow and surface grooves wouldn't disappear for a long time, but almost all rotors, even ones being replaced, ARE smooth and the pads that ran on them have smooth faces. You'll note I suggested sanding the pads and later suggested filing or even rubbing on concrete - - crude but it would take off glaze.
When I've re-used pads it's been for convenience, when it isn't easy to get new ones. Or, if they were recently installed on a car I was junking but had another like, I've saved them and later used them.
My guess is any smoke you saw came from lacquer on the new rotors to keep them bright until sold - - not uncommon and they'd have smoked even with new pads.
