grab hold of it and try shaking it, if it moves with ease its the problem.
the fuel rail should be locked solid, it should be so tight that if the car was upside down one could do pull-ups with it.
the oil leak you talked about is in the area of the drain plug, what tends to happen when someone take their car to a (quick oil change) place.
the workers use air guns to remove the drain plug, and use the same air gun to replace it, what happens in some cases the plug can get cross threaded.
if this happened its not necessarily the last guys fault, it could have been cross threaded 3 changes before last.
with the bolt being unscrewed and screwed in three more times this could have finished off the tore up threads (three times is a round about number, could have been 19 or 2 times before this happened).
leaving the car with a leak.
now on the other hand the bolt could be fine, and all it would be is a loose oil filter, which would leak in the area in question.
and last but not lest to could be a gasket. however i doubt it seeing how (if i read your post right) the car just started to leak after an oil change.
if your new mechanic did your oil change and is a full mechanic shop, (as in, able to work on the entire motor)
losing of the fuel rail is easily done, and what faster to get the client back to shell out more money than the smell of fuel.
if indeed the fuel rail is lose grab some tools and tighten it down,
while looking at your motor look at the fuel regulator, (the little round thing on top of the motor that is stamped 2.5 or 3.0, look to see if the vacuum line is still hooked up to it, and make sure the rubber of the vac. line is not dry rotted and has no cracks of any kind.
