You remove it by first removing the center console along with the bolt that secures the knee bolster to the center of the dash. Then you remove the 10mm bolt/nut (there is a bolt securing one end and a nut on the other) at the ends from the fender wells (open the hood up and look down at the very back end of the fender wells, by the door hinges).
The turbo overboost switch is on the drivers side right behind the knee bolster directly below the headlight switch. There will (should?) be a vacuum line running to it and two wires. I'm pretty sure that there should be continuity through the switch unless the boost is too high, so it is easy to test. You don't actually HAVE to remove the knee bolster, you can access it, but it's tricky to see and get too.
If you do need an ECU, I did find two '89 ECU's (part number ends in 570) out in my garage. Both of them were tested and working fine when the car hit the pole. I got one when I was thinking the ECU was bad, but my problem turned out to be the Hall sensor so I ended up with an extra.
