I have the same symptoms in one of the same cars. When out on the open road, the AC works great, especially with the top down. Around town and in speed zones, not so well. I never use speed 3 on the fan except for defrosting the windshield. I think this has something to do with the lack of air con after I ripped it out of my convertible.
Sorry for taking you for a ride. To see if there is enough charge left in your AC system, check the over/underpressure switch for continuity. It's located on the top of the reciever-dryer unit in the fenderwell. To see if the system is being allowed to work, check the high-temp cutout thermoswitch in the upper radiator hose for continuity. Next, check for 12 volts to the compressor anytime the AC cooling fan (passenger's side, I think) is running. If you suspect your compressor has failed, look for black oily spray on the rear edge of your hood inside. Next, with the engine off, spin the compressor clutch (inside of the pulley on the firewall side) and check for bad resistance.
Aside from that, if you're hot, drive faster or sit in the back.
