The Radiator fan is turned on by the coolant temperature switch OR the AC kicking on. The radiator fan should be powered from an always on (battery) bus, and not go through the ignition switch. The AC fan and AC compressor do go through the ignition relay. But if you had an ignition relay issue, you'd have more problems than just the fans.

Remember, the radiator fan isn't the same as the AC compressor fan, which isn't the same as the AC compressor.

When I run into two seemingly related problems, I try really hard to ignore that fact. Yes, sometimes one fault is causing two symptoms. Other times it is just two faults. Really. If you try to create troubleshooting scenarios that must involve both symptoms (radiator fan and AC dead), you can waste a lot of time.

My approach is to try and troubleshoot the simplest problem first, pretty much ignoring the others. If you do a systematic check - start at one end of the circuit and work to the other, you'll find the problem. Now, sometimes finding the problem on the first/easiest fault fixes the second symptom. If so, great. If not, now move onto the second problem. But years of doing this have lead me to the approach where I don't try and be too clever.

You're looking at voltage either being there or not, so that's pretty straightforward. SInce you're dealing with very high current devices, even a small resistance will cause a big voltage drop. So if you measure voltage (12 volts) at a point when the fan isn't supposed to be on, try turning the fan on and see if the voltage is still there. Even if the fan isn't turning, it'll be pulling current, and if you see a big voltage drop, you'll have found the (or just one) bad connection. And don't forget grounds. Just because something is bolted to metal doesn't mean that the metal is a good ground. As an example, make sure the radiator is well grounded. If there is ever a question, measure the voltage difference between the battery negative post and what you assume to be ground. Anything more than a few tens of millivolts is too much.

My guess - while swapping out the tranny at least one ground got disturbed, or a wire was broken.
