I decided since the SRS light was on and the horn wasn't working that maybe the issue was the "clockspring" in the steering wheel. Seems like the single component the two have in common together.
I replaced it with a known-good one, and pow! The horn worked. The SRS light was still permanently on, so I figured, meh, it's dealer time. In order to make the work as quick as possible, I usually fish out the SRS test connector before heading over there, so I went looking. Obviously it should be under the bellows, or at least nearby, but the previous owner did "some work" on this car, so who knows where it ended up. But I kept looking. And looking.
Finally found under the center console it by the shifter housing, PLUGGED IN to the LH 2.4 test connector. NICE WORK PREVIOUS OWNER GUY! I unplugged it, reconnected the battery, turned the key and - whaddaya know - flashing SRS light!
I hope the two being plugged together didn't hurt anything - it's not a pin-for-pin match, hopefully the two just grounded together or something.
Anyway, that explained the "always on" SRS light...
