I am assuming that the relay you're talking about is the "system relay," just above the fuel injection ECU. That should only be energized when the key is on.
1. Are you sure you're turning the ignition all the way off? I've seen a lot of Saabs with a broken ignition lock cylinder allowing the key to be removed regardless of the position of the lock. Be sure the car is in reverse, and the key is ALL THE WAY off.
2. Could be a bad ignition switch - on Saabs it's separate from the lock cylinder. They go bad in various ways - perhaps yours isn't actually switching all the way off.
Short of those two things, it could be any random electrical glitch. I'd test a few other circuits and see if they have power...
