have you measured the available voltage at the increased RPM where the dash lights brighten? How old (or new) is the alternator? Your symptoms seem pretty solid, faster rpms on the alternator make the charge circuit unhappy... all other things being equal. I would check to make sure the replacement VR you put in is the correct one. Your 82 is beyound the scope of me, and of the EPC software I have too. Is there a different alternator, VR, or other electrical component that you may have replaced with a newer (and incompatible) item? Taking a shot here. I would think that a measurement of the voltage would give a clue, what happens to it with increased rpm? How are the brushes in the VR you just took out, and the one you just put in? Perhaps the Alternator is chewing on the brushes and fouling the connections? again a SWAG (serious wild ass guess) here...
