the system should hold a vacuum steady. That red-topped vac switch on the left fender tells the APC system the cruise is on. That's a well-known leak source. Suck on the hose after that "T" and see if the vac holds better. If not, then under the dash you go to check the hoses, brake/clutch switches and the bellows that holds the throttle open.
If the red-top vac switch is the culprit, remove the red top, unscrew it insert and put teflon tape on the threads and re-install.
If, after all this, the system holds the throttle steady, you need to check the ECU and the turn signal switch itself. Electrical tests for the switch are in the Bentley. If you have a 92-94 900, the ECUs are notorious for failing. Need to get a known good one to test the system.
