Question #1 -- the throttle should not close with the vacuum applied. It should hold with the ol tongue stuck in the hose.
Question #2 -- like #1, anything that has a vacuum from the manifold should hold a steady negative pressure.
Check your vacuum tank check valve too -- that can go bad and the tank will bleed out the stored neg pressure.
Assuming you have a turbo - as I recall, you have the homemade AID -- maybe it is a different car. The redtop vac switch Ken mentioned is only on the turbo cars. I took off the top and put some teflon tape to make sure it was sealed and not bleeding.
If all else fails it is the brain. Two hundy will fix that -- General Development Labs in California was my answer to the brain transplant.
