It's supposed to seal that area from water leaking in, either from down outside of fenders or from down inner fender wall-wheel well area. So needs to be applied liberally.
Someone on here suggested toilet bowl sealing ring wax, a specially soft sticky wax used to seal the toilet bowl bottom to the drain plumbing. They're cheap, sold at most hardware stores as well as the big home centers. messy as heck but can clean yourself and car up with paint thinner or something.
Or Waxoyl, which you put the can of in warm water to melt to get it to come out the pump you buy at the same time. My suggestion is put the Waxoyl can in a crockpot with water in crockpot till it's soft.
