Which way does it pull?
Check your pads -- if the pads in a given caliper are not warn evenly, and the caliper is on the same side the car pulls to, then replace the caliper, as it's got a bad piston. Also, take the car for a drive, come back, and feel if one wheel is hotter than the other.
The hard-lines are pretty malleable -- looks like the PO (or his lame-o "mechanic") lost the bolt for the bracket, bent the hardline upward and got lazy with the ziptie. IIRC, there should be a 10mm bolt to hold the bracket on the caliper.
Bleed screws on re-builts are often not the same size as original, so it's not inconceivable that one of the calipers has been replaced at some point.
Caveat re: eEuroparts, because I know lots of people buy parts there (they have tons of my money): their re-built caliper vendor is lousy -- I had bad luck with their re-builts, and I have read numerous posts from others here who've also had issues.
