I'm not sure what the issue is on the closed contacts.
There are usually three contacts in a relay - the center contact(the parts that moves), the Normally Open contact - the one that the center contact will touch when the relay is energized - simply push down on the armature. And the Normally Closed contact - the contact the center is touching when the relay is de-energized.
The only contacts you really need to worry about are the Normally Open contacts - the ones open when the relay is de-energized. As it usually is if it is sitting in your hand. The other set of contacts are the normally closed contacts, that would open when the relay is energized. Those aren't used in the AC relay. However, simply pushing down on the armature, which closes the normally open contacts should open the normally closed contacts (that was much harder to type than I thought).
The contacts are on long metal arms that are a little springy, so you can push them apart a little. And fine sandpaper (220 grit or higher - I like 400) should slide right in. However, if the normally closed contact has fused to the center contact, that could be your problem. The extra spring force of the upper contact could be causing the center contact from, well, not making contact with the lower one. Make sure they come apart. If you see signs of major burning or melting, consider just replacing the relay.
