Squeeze the hose on the AIC and see if the idle drops -- the one that goes to the manifold. If it does drop, I would check the AIC opening where the shuttle valve is -- I bet it is more open than it should be. Mine is about a 1/16th of an inch open ( in the closed position ) if that makes any sense at all.
