93 900 not getting fuel

I have a 1993 900S 2.1 I drove this car yesterday and it ran fine,iwent to start it today and it just turned over&over.just to see if it was a fuel problem i gave it a shot of starter fluid,started right up then shut off , so i pulled the fuel line off (before the filter incase of cloged filter) and no fuel with the switch on comes out. so using a multimeter i checked for power at the fuel pump and no power there. changed fuses to see if that helped and no luck. called the dealer and he seams to think it is the fuel rely even though i hear the rely clicking,he said the rely is behind the glovebox and i dont see any way of getting to it,without removing the entire dash. he thinks the rely i here clicking is the ABS rely also behind the glovebox,anyone have any Ideas on how to get to this rely or do you think this is really the problem??? I am a new saab owner and this is unlike any car i have ever seen so please explain well..
