You don't have to remove the dash, but you do have to take some stuff apart to get to it.
You have to remove the short metal trim piece at the front of the passenger door, disconnect the air duct under the dash and move it out of the way, and pull down the carpeting. You don't have to remove the whole duct- just remove the two screws that hold the right half onto the underside of the dash and bend it out of the way (you won't damage it as long as you just bend it far enough to get to the relay). The relay sits behind the top left corner of the ECU. This takes all of about 5 minutes to do and only requires a T-20 and a T-25 screwdriver.
The proper test procedure for the relay and other potentially faulty components, however, is a bit hard to describe without being able to refer to a diagram. I suggest getting a Bentley manual before going any further. You'll want one anyway if you plan on doing any kind of work on this car. If you're in a hurry and can't get the manual at your local bookstore or dealership, see my posting about Alldata.
I hope for your sake that it's the relay that's bad and not your ECU.
