To jump from 27 to 30, take a fused jumper (.25 spades that have been filed down to more like .20" on each end) from the upper (towards the pass side) side of where fuse 27 goes to the lower (driver's side) side of fuse 30. Besides being fused, I would suggest it having a switch, and that the switch positions are clearly and accurately marked.
What this does is takes power from the hot side of 27, which is hot regardless of ignition switch status, and feeds it to the load side of 30, which feeds the fuel pump directly, bypassing the relay. The fuel pump will run until the battery runs down while the jumper is in place.
