Your car should boost just like those others. When I find one of these cars that lacks full boost I like to first determine whether the air pressure is escaping from a defect in the induction plumbing, which is very common on these old cars, or there is a problem with the APC system which controls the wastegate. To do that I clamp a pair of hemostats (or small vice-grips) on the small hose that goes from the APC solenoid to the wastegate. If the car then boosts without limit (into the red zone, so be careful!) then I know that the induction plumbing is OK and the problem is that the APC system is opening the wastegate more than it should. There are several components in the APC system that can fail and cause that but you can waste a lot of time troubleshooting the APC system when the problem is actually a well hidden tear in an induction boot. One of the prime suspects is the knock detector and it's shielded wire. I'd say do the hemostat test and let us know what you find, then we'll go from there. Cheers
