You pretty much nailed it there. If the computer is telling the valve to open up, it should open up. If it is telling the valve to open, then you've probably got a failed NTC sensor. Does the idle hunt around, or is it always too high? As long as you've ruled out vacuum leaks, a sticky valve is probably the culprit. You can use carb cleaner or brake parts cleaner to actually dissolve some of the gunk, too. WD-40 works in a pinch, but there are many, many more advanced chemicals out there.
