If all hoses that run from engine to cabin and back are warm (or even hot) then that's either valve failure or air distributor (the THING that makes air run out from the dash according to yours "<->", "0", "UP" and other settings). If the cold air is running fine just as you set it thru the distributor's control then it's definitely the heater valve or its control.
I do wish I could describe you how to check it but it's all a mess there. You can try to put the left spk grille away and put your arm into dash internals trying to check the driveshaft (of cardan type) running from the control knob to the valve - keep control being turned left and right and check if there's any shaft that turns left-right accordingly. Probably you'd better pull out AC or emergency light switch (or whatever you've got installed below heater's control) - having a sharp eye and a flashlight you may see the shaft running from control to the valve.
I think you'd better give a ride to your indie and tell him to check the valve and its controls cause it doesn't work since his service. Just did some googling trying to find any pics describing dash internals - none found, sorry.
