yeah, maybe not so much dependent on wet weather, but upon re-reading the post it seems that after a delay on cold start the idle goes bad. maybe a bad o2 sensor. I've had some last forever and others fail in 10K miles. Zig is right, there should be a code and it's really easy to make one and read out (sequential flashes of the CEL).
I've lost the website where someone demonstrated how to fabricate a reader. Basically, its a wire with a small blade connection on one end (to connect to the pin under the rear seat), an inline switch and an alligator clip on the other end to ground it. You turn the ignition to illuminate the dash lights and flip the switch (in some sequence I can't recall) which initiates the CEL flashes for the faults. First one is always an ignition one because you have the key to start, then the next ones are the actual faults. I think Bentley had a summary of the faults and correspondence to number of flashes per sequence.
