Those loops are definitely the problem with a loose fascia, as you've courageously discovered. They can be easily reconstructed with hardware store type materials, but such an endeavor requires the removal of the whole piece, which entails some of work.
That piece (fascia) doesn't provide much support to the radio/CD, so maybe you have a loose electrical connection or maybe the radio/head-unit cage is loose. Over 90% of the head unit resides behind the fascia, and that's where the majority of supporting pieces reside.
What I'm trying to say is that a loose fascia can be annoying because it may squeak and look imperfect, but it's hard to imagine it causing big problems with your sound system.
