Best option of course would be to score another fascia from a salvage yard with good/better intact loops.
I have definitely had luck fixing the loops though. I've done it 2 ways. Way #1 is if I have/can find/still have some of the plastic loop parts or tabs that have broken off. I take another piece of interior plastic that's similar (like break apart an old glove box door). Then, using a little torch or lighter just weld the stuff back together. Careful, don't breathe the fumes. The challenge here is that you've got to get the holes in about the same place. I did this on one of my cars and it worked great (worked better than glueing the pieces back together FWIW)
If you do actually have the pieces you can just use a better version of superglue (superglue I don't think can take the temp swings). Something that bonds plastic permanently regardless of temp/etc.
Another thing I've done is to use metal or plastic washers and bond them to what's left of the tabs. Again, placement of the washer and the screw hole is key, since if it's off.
Bottom line, the vertical screw/plastic tabs certainly are a clever design, but the plastic tabs are way too weak - they should have been metal or something far sturdier from the factory.
