When does rust=retirement? What should I inspect?

I just posted a message below about my turbo and white smoke and mentioned that I probably won't get that repaired because the rust is so bad. I have a 1989 and it's pretty much lived in the Northeast for the last 5 years. If I pulled up the floor mats and carpet under the driver you could call me Fred Flintstone.
So I was getting new tires awhile ago and an old-timer said I shouldn't drive over 35mph! He said the frame that was visible when they changed the front wheels had rusted to form a c-shape as opposed to a solid square tube. I'm not sure where he was looking.
I understand a lot of the structure of a Saab comes from welding all the body panels. Mine are very rusted in various places. But I've never seen a continuous, front to back frame underneath. Not like when they rebuild muscle cars on a new solid frame on those tv shows. Mine looks like a few spread out pieces, especially at the front wheel. Incidentally, looking down from the engine compartment at the control arm is frightening. Sometimes I cringe hitting a pothole.
What should I look at to determine if my car is going fall apart in an accident. I don't want to drive a really unsafe car.
