Don't mess with the wastegate rod or any other part. You have an APC system problem. The APC is the fairly simple system that opens the wastegate to prevent over-boosting and engine damage. That's why when you disconnected it (by leaving the hose off) you had "unlimited" boost. There are a few common sources of APC failure to look at first; Check the connector on the APC control module. Its the black box on the inner fender on the driver's side and has a large multi pin connector on it's bottom edge which sometimes comes loose. Check the knock detector. if it's cracked or the cable is in contact with anything that really vibates the APC brain will think the engine is knocking and dump the boost. Check the electrical connections on top of the APC solenoid, it very often comes loose. That's the round device above the radiator with the three hoses. It should chatter when you start the car. Of the 3 hoses on that solenoid trace the one which is left-most (left=driver's side) down to the turbo compressor and disconnect it. Disconnect the wires from the solenoid and connect jumpers from the battery. When energized you should be able to blow through the hose. without current applied you should not be able to blow through the hose. This is a start. Let us know what you find.
