It really is right around 18 gallons, though your low fuel indicator light might be coming on a little early. The warning light has to glow continuously to be considered. The '92 owner's manuals I have say, "This lamp will glow continuously when the quantity of fuel in the tank is less than 1.8 U. S. gallons (7 liters)." That's about what I observe on my '92 SC. I don't go quite as close to bone dry on that car as I do with my '88, but I do get pretty close. The most I got out of a tank of fuel this summer on the '92 was 590 miles, and I put back 17.6 gallons when all was said and done. That was after driving with the light on continuously for around 55 miles. Our math agrees; 55 miles at 25-30 MPG should be just shy of two gallons.
To contrast, the light on my '88 only gives 1.6 gallons' warning, and I only get 40-55 miles before the car is beginning to starve. I have a habit of putting 16.7 gallons of fuel in that car's 16.6 gallon tank from time to time. The worst I've done is 17.0 on that car. Five more miles and she would've been dead on the road.
Try refueling the car until it is really most sincerely full (driver's side downhill) and then driving until the light just barely stays lit all the time, then refuel to the brim again. That will tell you about how much fuel you have used at that point. The important part here is to refuel to the same level both times. As I've demonstrated above, part of that eighteen gallons may be reserve. The fuel system in your 900 uses a feed pump that fills a reservoir from which the main fuel pump draws. This is why the car won't start to hiccup until either you're driving at a continuous, serious bank (a la Talladega) or you are really, really out of gas. If you view the fuel tank from the bottom (under the car) you should notice a depression cast in the bottom of the tank. That is where the supply pump sits.
