I also noticed that the low fuel light on my '88 would come on earlier right after I got the car from my mom, who never went down that low. As I used the low fuel light more and more, maybe 2-3 tanks later, the light came on where it should have all the time. The same applies for the fuel gauge. It might get sticky or overly pessimistic over time if the tank is kept near the brim all the time.
The fuel gauge itself is pretty pessimistic. Half a tank on the gauge is really a little over half a tank, and anything above that is close to accurate, but below half the gauge starts trying to scare you. Typically, as soon as I get a little under a quarter tank, the needle is sitting around the reserve line. Those times when I've driven around for more than 40 miles after the light stays on, the needle actually rests below the red reserve line.
If you can, just get the feel for your car. Go five miles further each tank and see what happens. Just don't drive around too long stumbling for fuel. As Ray says, the fuel pumps are cooled by the supply of fuel going through them, and running on vapors for too long may allow them to overheat and fail earlier. Since the original supply pump ($43) in my '88 lasted 217,000 miles, I'm happy with what I was doing.
