I don't know how anyone else does it, but this is how I do it. Don't laugh, this is really how I have done it, successfully, on the three transmissions that I have rebuilt so far.
I use a length of string about 4-5 feet long and a "De
Liar" fish scale. I put a loop in one end of the string and attach it to the scale. I wrap the other end of the string around the bearing housing multiple times with the shaft secured in a vise as shown below. Tightening the nut while pulling the sting with the scale increases the tension on the spring scale. Re wrap the string around the bearing housing and repeat until you get the proper tension as read out on the scale. It usually takes two or three times.
