When you get a rebuild that seems to be worse than the original, that sucks, especially the PS rack job which is one of the crappiest jobs on these cars if u are DIY'ing in the garage without a hoist.
If you didnt have that 1 inch of turn 'slack' with the old rack and outer tie rod ends, its probably the new rack with some sloppy inner tie rods.
Jack up each front wheel and try to see if there is side to side 'slack'. My brother in laws 96 Windstar passenger side tie rod was so bad the shop couldnt do a wheel alignment! it must have had an inch of play at each end of the tire. You will hear the clunk clunk as you reef on the wheel.
unfortunately the retailer of the rebuilt wont compensate you for labour in changing it out again, and i'm not sure if its possible to simply replace the tie rods on these racks. if so you'll probably need a special tool or two.
locating an affordable steering column u joint is not easy - but testing them is. just see if the lower u joint binds as you play with it - a good one will show no binding whatsoever either direction. i wish you could just reverse these things because the top is always straight away, no chance for wear.
if you want to check one that is installed in a car, jack up the front end and try to turn the steering of the car from one of the tires - a good u joint will allow you (and perhaps a buddy on the other tire) to turn it lock- to - lock without binding.
