Step 1 - verify each bulb in both tail-light clusters is the one that should be there. The owner's manual will come in handy there. All it takes is to install a single filament bulb where a dual-filament bulb belongs, or vise-versa, to mess things up.
Step 2 -It's great that somebody beefed up the grounds with an extra wire. Now, make sure it's grounded properly. Unbolt the ground, brighten up all mating surfaces with some fine sandpaper, and bolt back down. Inspect the 'fix' to make sure it is still in place. Do this on BOTH the left and right sides.
With a bad ground, the current flows through the running lights, but since it doesn't go directly to the ground (as it should), it flows through the brake light bulbs, and to ground through some other sneak path, possibly in the cruise control or APC - places that connect to the brake pedal switch side of the lights.
When you press the brake pedal, you now put 12 volts onto the brake light bulbs. But with a bad ground, it has no place to go - there's 12 volts on the running lights, connected to the brake lights, connected to 12 volts. No voltage drop, no current flow, so the lights actually go out.
