First you should check the adjustment of the throttle pressure cable and determine that it isn't binding. It runs from the transmission to the throttle body and tells the transmission how much throttle you are applying. People call it a "kick-down" cable because with high throttle pressure the cable tells the transmission to downshift or not to upshift. If the cable is maladjusted or binding it can cause a delayed upshift like you have. You should obtain the Saab manual section on adjusting the throttle cable to do that properly. After that you should check the governor for free movement of it's valve. You have to pull the rear pan off to do that and it's a mess. Sluggish movement of either the governor or various valve body components can cause this problem but that is typically due to gunk which accumulates in the circuits as the clutch friction elements and other moving parts deteriorate. Cleaning, flushing and serial ATF and filter changes sometimes helps, sometimes it doesn't. Some people have positive results from using additives but I can't speak to that. The closer your gearbox is to 150,000 miles the less optimistic you should be. TYPICALLY at around that mileage these transaxles develop problems that only a complete rebuild will really address. Band adjustment isn't really part of the 2-3 upshift troubleshooting universe. Neither of the bands are employed to create third gear and if the second gear band is failing to release adjusting it isn't the fix. Let us know what develops. Cheers
