Still Convertible Probs

OK....still need some help. Hubby took out the relays and cleaned them. Still nothing when you push the button for the top. IF he manually pushes the plate on the relay then the top goes up and down no problem, can it still be a bad relay??? The switch for the top is new, park brake is engaged (he took that switch out and cleaned it too)and the light in the dash comes on, fuse in engine is good. When you engage the park brake the switch even lights up and when you release park brake the light in the switch goes out. There is power to the relays also. Main question....can the relays still be bad if you can manually make them work??? $60 a piece and there is 2, want to make sure before I order them.
