I've never had a convertible so don't have any experience but you ask, could the relays be bad, and the answer is "Yes." But it doesn't sound likely and don't assume so. Would seem odd for both to be bad at same time. And it isn't clear from your post, DID THE TOP WORK FINE BEFORE RADIO WORK? Or was this whole car new to you and the radio was the first thing done, it went down fine but then wouldn't go up after the work?
There are pretty simple checks for the relays, including swapping them with known good relays of the same type elsewhere in car, if there are others identical. Or, read the diagrams usually printed on top of them to determine which terminals lead to the coil that pulls the relay. (Or if you have them apart you can usually look and see which terminals that would be.)Then stick probes of a voltmeter or even a test light into the relay socket holes for those two terminals and when operating switch to raise or lower top, see if there is voltage to the relay coil. If not it's not your relay at fault.
You can also energize the relay out of the car and opened up with 12 volts to its two coil terminals, and see if it pulls the contacts or not. If not it's plainly bad. But even if it pulls them they may be dirty and arcing and not make good contact then, but when hubby pushes them manually they could make better contact due to higher pressure, and work then. Cleaning contacts might cure that. But that would be obvious if relays were watched with tops off while plugged in, you'd see them move and see and hear the arcing.
I'd double and triple check all the fail safes, e-brake applied, car in Park if auto, all fuses involved, the up and down switches, etc. And then start testing at each point for 12 volts or for continuity or whatever you're testing for.
Once you've manually tricked it and raised the top, will it automatically lower? If it's both up and down that are bad, your problem would seem to be something in the circuits that feed power to trigger the relays. (Or in the ground side of things.)
