Probably got hooked by some fool and pulled forward. If it was just the COVER of the bumper, a rubbery plastic skin, that covers a block of foam and an aluminum actual bumper inside, then you don't have much of a problem. Can get the entire assembly from a junkyard or at an indy Saab garage, year doesn't matter much. Probably easier than trying to reattach the skin to yours. If it's the entire thing, aluminum and all, I don't immediately think of any breakaway points that it would come loose at except for bad rust at the body on each side where the steel member the bumper attaches to joins the unibody. If it's that youve got a real problem tho fixable by the right guy.
Or, could be a savvy scrap collector pulled the skin off, undid the bolts and stole just the aluminum, it's a pretty heavy I-beam and maybe worth the effort.
You could probably tie the plastic bumper back up roughly in place and drive it to get it fixed. Or join AAA.
Got to be discouraging.
