SEATS:
Repadding the seats is not necessary. They are flat not because the foam failed, but because the mechanism that gives them their contour has failed. The seat skins have wires sewn to the bottom of them along all the stiched seams. These wires are connected to the wire frame beneath the seat padding with a series of hooks. The hooks pull the wires down between the foam padding to give the seats their tuft. The wires originally were attached with muslin sleeves. Over time the muslin fails and the seat skins get seperated from the wires and lose their tufted contour. You can either take the seat skins to an upholsterer and have the wire-holding sleeves replaced, or you can sew the wires back in place by hand. Their is enough leather flap left where the seams are sewn together to sew them to.
PAINT:
Be sure to cut/grind out all the rust and prep the area good with rust convertor before patching. Rust will come back in 6 mos. if there's any evidence of it left. Best to cut it out and add new metal if it's real bad.
The under fender (wheel well) and the outer fender are connected with spot welds along the outer edge. Water gets traped in the plastic wheel molding and seeps in between the two pieces. Once you take off the wheelwell molding, look up underneath and you can see what I mean. Get a tube of automotive seam sealer and fill in where the two pieces meet then smooth it with your fingers. This will keep water from getting in in the future. Saab used seam sealer on other parts of the car. It's unfortunate that they left it out in this area it has caused a lot of rust issues. Use toilet bowl wax to re-mount the plastic wheel molding.
Like Jon said, you'll generally need to paint the whole fender. More than likely, your paint is not the same color it was when it left the factory. Sun and polution usually has an effect. If you go to a good autobody supply shop, they can use a scanner on your paint and match the color pretty well. If you don't want to go through all that hassle. Get some color-match aerosol paint from paintscratch(.)com and a can of fade spray. You can get fade spray at an autobody supply shop as well. Fade spray is used to blend in new paint with old along the wet edge. You need to use it while you are painting. It is not an after-it-dries kind of thing.
