When I had mine out, it looked like most moisture dried up inside the tube before ever making it to the tiny drain hole. I'd bet most moisture stays inside the antenna belt housing.
However, the area around the drain is suceptible to rust from the wheel well, at least on my SPG. That is, the wheel well shares a wall with the spare tire well, and water got behind the rubberized coating inside the wheel well. I'm sure there are other ways for water to get into that spare well.
If you're seeing any signs of rust back there, POR15 it before its too late. It's worth pulling the antenna again to get to where the wheel well is spot welded to the rear quarterpanel.
