Emissions Failure in CA - Help! Help!

OK, I'm not a newbie when it comes to SAABs or even this BB :)
-But, it's been a while. I moved from AZ to CA and I have experienced the joy of the Emissions "Test-Only" station which I feel is highway robbery. (especially now since I have done 3 tests and failed 'em all)
So, here's the rub.
In AZ I rebuilt and ran a modified SAAB 900 SPG engine with no problems, but when I got to CA, it turns out it's a GROSS POLLUTER! Aarrgh.
I just spent several hours reading past posts here on SAABNET, and found that timing, dahspot and the quasi-EGR system from valve cover to intake pipe is all very important!
I have a 2-3 year old CAT, a 1 year old O2 sensor, and an AMM at .380 ohms. THe dashpot was removed because it was broken and the valve cover egr thingy has an open air vent filter that I found out was "illegal" and probably not helping NOx...
All my CA emmisions values were high, but NOx was the worst earning the "GP" status in the test.
I can go on and On about this, but maybe some of you have some suggestions, questions, or success stories that you could share... Please?
