Forgot to mention that while jumping the solenoid direct, you have very many more AMPS and it need a good supply of AMPS from the 12 volt of the ignition switch. If the contacts are going in the switch, I can see why you can still see 12 vols at the solenoid wire and still get a NO start. AMPS-AMPS. The Ford solenoid sound like a good fix if you can't locate the fault. I forgot about this fixs since its been a long time since I owned a VW 6 volt system. Jesus, How ed I get this old????? Ha! Ha! Its easy. You purchase a 12 Volt fender mounted solenoid, run a heavy wire/not cable, from the battery on the big lug and the other big lug goes to the starter solenoid. The little threaded post gets the ignition /solenoid wire. Kinda a direct drive. This was the best fix for the old 6 volts system in the dead of winter. The battery was in the back of the VW buses and the wire ran all the way up from it to the key/ignition and then all the way back to the starter. Talk about AMPS dropping.
