Assuming everything is working properly, a fuel filter shouldn't impact mileage either positively or negatively... The injection system meters fuel based on a known & constant pressure and the O2 sensor trims it up. That happens in the same way regardless of whether the filter is clean or dirty.
If anything, a SERIOUSLY clogged filter will result in reduced pressure at the injector, and you'll get less fuel and not more, and mileage will IMPROVE as a result. Of course, you're blowing up your motor slowly but surely with an ongoing lean condition, but...
Side note: IMHO, it's worth buying parts like these from Eeuro or a similar source - they always have the right parts and quality brands. The $20 it costs to keep the right filter on the shelf in the garage is money well spent...
