Many fuel filters have an arrow on them indicating the fuel flow direction. Since this is a different filter, maybe you put it in the wrong way. That could cause a significant pressure drop.
Too low a fuel pressure will adversely impact mileage. It isn't a case of less fuel going into the cylinder so your gas mileage goes up. At low fuel pressure, the injector spray is disrupted - bigger drops and some dribble (what an image!) This burns less effectively, so you get less bang for your buck, literally. The fuel system will adapt to some extent, so you'll actually be pushing in more fuel, just burning less of it. With the right pressure, the injector spray is fine droplets that burn properly.
Make sure the fuel filter went in the right way. If it did, you might want to check the fuel pressure with a pressure gauge, and even do a fuel flow measurement. You can usually get lots of pressure as long as you don't ask for any flow.
