You need a Cheap analoge Meter A $6 one is "fine"
Set it to 12 volts scale insert the probes into the fender top mounted receptacles then adjust the Air plate's allen screww untill the needle (which will oscillate) oscillates with the mid point of it's travel at the correct voltage (sorry It's been too long and can't remember exactly so rather than give a wrong #) It's V easy to do and once done the thing will run perfectly.
Trying without the meter is just a complete waste of time.
