Research, research, research. Peruse the internet for as many resources as you can before you try this. Search the names Stan Meyers and Lawton and you'll get the best information on the only viable solution (and they are still experimental). Search YouTube for HHO or the names mentioned above and you'll get a slew of videos of peoples experiments. If the system you're looking at is the Water-4-Gas system, don't waste your time. It's too crude to really be that adventagious. To create an efficient HHO generator, you're looking at building an expensive gas generator and connecting it to an equally expensive Lawton-style PWM. If you go the cheap route, your alternator won't be able to keep up with the power needed. There are further complications if you hook the system up to a turbo-charged application because you need to overcome the pressure differential when feeding the HHO gas into the engine--no small task.
Search this board for Hydrogen or HHO. We beat this subject to death about a month ago. The naysayers are many. I'm optimistic that this can work on some level.
