Turbocon, optimism is a good thing. Keep that rosy outlook generally. You're a bright and talented guy with amazing skills and knowledge re Saabs. But give up on this one. Trying to make your car, which is consuming energy inefficiently, "make" free energy while it's doing its job of consuming energy to move the car, and then to use that made energy to help improve the gas mileage, is absurd.
If you had a truly free source of electricity, and lots of it, you could possibly break water down into hydrogen and oxygen, then separate and store that hydrogen, then find a way to get it into a tank in the car, THEN figure out a way to add that to the fuel mix and burn it, possibly increasing the car's gas mileage.
But then, if you had free electricity, you could instead sell that to your local utility and use the money to buy more gasoline.
