With rust or frozen bolts that dont respond to PB, I usually grab my blow torch with MAP gas. Just heat the heck out of it until glowing. Let it cool some and then try giving it a twist with your breaker bar. If no go, grab a hammer and carefully hammer on the head of the bolt. Putting a socket on the bolt will help get the distance away from the caliper and also prevent ruin of the bolt head. Just keep up with the hammering and heat. She will let go for sure.
