of mileage age, but also types of roads driven on (rough/smooth), and age.
for myself, i'd replace them because they are 16 years old. they're easier to do while it's apart, and i don't like to have to go back in relatively short periods of time to do something i could have done before.
of course, your comfort level with doing/not doing may be different. you could ask the shop how much more it would cost to do now, versus having to do it later when everything is together. also, could ask them if they think they need doing. have the parts on hand and if you don't need them return them to the supplier?
one thing i didn't see on your list is the alternator mount bushings. check those as well? as it's fairly low mileage, the regulator brushes are probably fine, but take a peek at those too.
just a couple of ideas to toss around. i'm sure others who have done this can chime in on my attempts at caution/wisdom lol.
