Update: I jumped across the fuses and the pump runs and I hear fuel at the pressure regulator. Haven't lifted the collar to see if the small pump is running yet. Pulled the pump relay and it tests out ok per the Bentley manual. I tried jumping the pump to make it run and starting the car- no luck. If I'm reading the manual right you have to remove the whole dash, etc. to get the kick panel out to get at the pump relay sockets on the passenger footwell??! (must be a SAAB... ;-)). The tank is less than 1/2 full, so maybe it's easier to just add gas to see if the big pump gets fed then? Thanks for the ideas guys.
