replacing the main pump is next door to doing the prepump. you have to take the entire unit out to do either, so it's just what part you are doing then, a bit more work but certainly not 2x or anything like that.
If keeping the take 1/2 full or more makes the noise go away then I'd say you have a good probability that the main pump is on it's way out. The prepump is the 0 to 1/2 guy (actually 0 to 1/4) so if letting the tank get near 1/2 (remember the gauge is an approximation - if you put 7-8 gallons in and it's full) and a full tank makes it happy I'd lean that way. Of course I could be wrong and it could be the other. If you want to play chicken run the car until it really feels like it's about out of gas, and then fill it up. If it takes about 12 gallons and is full, it's the prepump, if it takes 14 or more gallons it's the main pump. if it takes much less than 10 gallons it's the main pump.
